Decision-makers, including the local authority and urban design and planning professionals, may be responsible for a number of urban development projects in cities at any one time. Each project is likely to be at a different stage in its lifecycle and will influence and be influenced by the projects surrounding it, thus affecting the overall look, shape and feel of an area.

This is particularly true in a 24-hour city, where new and infill urban development projects are constantly being thought about, designed, developed, used and managed. Urban developments projects may also be in decline and in need of regeneration or demolition.
